Amid Historic Reading Declines, New Lexia Data Shows Significant Gains Are Possible

by Nickel Communications September 24, 2026
written by Nickel Communications 5 minutes read

BOSTON — Sept. 24, 2026 — Newly released international assessment results paint a sobering picture of reading achievement in the United States and around the world. But new 2025–26 data from Lexia, a Cambium Learning Group brand, offer an encouraging counterpoint: K–12 students using Lexia Core5 Reading and Lexia PowerUp Literacy with fidelity made substantial literacy progress, including students who began the school year multiple grade levels behind.

The Organisation for Economic Co-operation and Development’s (OECD) newly released PISA 2025 results show that average reading performance among 15-year-olds across OECD countries fell 14 points between 2022 and 2025 — the largest decline between two PISA cycles ever recorded. Reading scores have fallen 28 points since 2015, which the OECD estimates is equivalent to approximately a year and a half of learning.

The United States reflects that troubling trajectory. U.S. reading performance declined 14 points from 2022 to 2025, falling to 490 — the lowest reading score recorded for the United States since it began participating in PISA in 2000. Compared with 2015, the percentage of U.S. 15-year-olds performing below PISA’s baseline Level 2 proficiency in reading has increased by seven percentage points.

Against that backdrop, Lexia’s 2025–26 data show significant literacy growth among students who used Core5 and PowerUp with fidelity. Among more than 1.1 million U.S. Pre-K–5 students who used Core5 with fidelity, the percentage working on skills at or above grade level increased from 42% at the beginning of the school year to 84% at the end.

Students who began the year furthest behind also made substantial progress. Among those who started two or more grade levels behind, 52% gained two or more grade levels in a single school year, while 38% ended the year on grade level or reached their grade-level benchmark.

The gains also extended to older students. Among 42,760 U.S. students in grades 6–12 who used PowerUp with fidelity, 57% covered three or more grade levels of skills in a single school year. By year-end, fewer than 7% were working on K–2 skills across all strands, and the number working on advanced comprehension skills was four times greater than at the beginning of the school year.

“The latest PISA results should be a call to action, but they should not lead us to conclude that declining reading achievement is inevitable,” said interim president of Lexia, Shawn Clark. “Our data show that students can make significant literacy gains when they receive evidence-based instruction grounded in the science of reading and targeted to what they need. That includes students who begin the school year multiple grade levels behind. We know much more today about how students learn to read and how to support older students who continue to struggle. The challenge is putting that knowledge into practice consistently and at scale.”

While building strong foundational reading skills in the early grades remains critical, the PISA findings reinforce the need to address literacy across the K–12 continuum. The 2025–26 Lexia results provide an encouraging indication of what is possible, showing progress from students building foundational reading skills in the elementary grades to older students working to close persistent literacy gaps. Additional findings from the Core5 and PowerUp annual results, including student progress, program usage and educator feedback, are available athttps://www.lexialearning.com/resources/infographics.

About the 2025–26 Data

The Core5 results are based on 1,114,652 U.S. Pre-K–5 students who used the program for at least 20 weeks, met weekly usage targets for at least half of those weeks, and either began using the program before the end of 2025 or met benchmark. The PowerUp results are based on 42,760 U.S. students in grades 6–12 who used the program for at least 20 weeks, met weekly usage targets for at least half of those weeks, and began using the program before the end of 2025. Both datasets were compiled and analyzed by the Lexia Research Team.

CoSN Releases 2026 Blaschke Report on Change Management for Education Technology

by CoSN September 23, 2026
written by CoSN 3 minutes read

Washington, D.C. (September 23, 2026) — CoSN — The Consortium for School Networking today released its 2026 Blaschke Report, Change Management for Education Technology: A Practical Guide for District Leaders, which examines how K-12 school districts can use change management to successfully adopt and sustain new technologies for teaching and learning. CoSN also released a companion School District Technology Change Management Toolkit that provides practical resources for implementing the report’s recommendations.

Authored by CoSN’s 2026 Blaschke Fellow, Jesse Davis, the report uses the ADKAR model to organize the change process around five outcomes: Awareness, Desire, Knowledge, Ability, and Reinforcement. Drawing on a summer-long qualitative research project, the report combines a review of change management literature with interviews conducted with education and technology leaders representing small, mid-sized, and large public school districts across the nation. Interview findings were organized around recurring themes and practical examples to develop recommendations for district leaders.

“School districts must continually adapt to evolving technologies, expectations and challenges,” said Keith Krueger, CEO of CoSN. “This year’s Blaschke Report provides district leaders with a practical framework for managing change in a way that supports educators, staff, students, and families while helping districts realize the full value of their technology investments.”

“Once again, I am very proud that contributions to the Blaschke Fund helped to underwrite another outstanding report for the K-12 education technology sector. Blaschke Fellow Jesse Davis’ report could not be timelier as it explains why change management must sit alongside project management in every major technology initiative. Furthermore, the accompanying toolkit developed by CoSN gives school leaders ready-to-use assessments, planning templates, communication tools, and structures so they can immediately begin implementing the concepts championed in the report,” said Kathy Hurley, CEO, Kathy Hurley Consulting & Former EVP, Pearson Foundation.

“Technology alone does not transform education; the people who use it do. Change management ensures that communities have the leadership, training, and support needed to thrive alongside new technologies. I’m honored to have written this year’s Blaschke Report and learned from education leaders advancing this work nationwide and helping their communities grow through technological change,” said Jesse Davis, author of the report and 2026 Blaschke Fellow.

The report’s central message is that districts must manage both the technical and human factors of technology adoption. By developing a repeatable change management practice, district leaders can reduce disruption, strengthen stakeholder trust, and increase the likelihood that new technology is accepted and sustained.

The report is accompanied by a change management toolkit that translates the report’s principles into action through adaptable resources, including a change readiness checklist, communication plan, and change champion guide. Together, the report and toolkit provide districts with a practical foundation for managing current initiatives and preparing for future changes.

x2VOL Introduces an AI-Driven Tool to Quantify the Value and Impact of Experiential Learning

by Pando Public Relations September 22, 2026
written by Pando Public Relations 3 minutes read

DALLAS – September 22, 2026 – x2VOL today launched impactIQ, an AI-powered analysis solution turning student experiences into meaningful insights about growth, development, and the impact of their work-based learning and community service experiences outside the classroom. By analyzing experiences and reflections from a student’s entire x2VOL history, impactIQ helps educators understand how students are growing socially, emotionally, and professionally. impactIQ summarizes the impact of experiential learning on students, identifying and highlighting patterns in students’ interests, emotional development, skill development, and accomplishments.

“impactIQ makes student growth outside the classroom visible, verifiable, and usable inside the systems districts already use to report student grades,” said Michele Pitman, founder and CEO of intelliVOL, maker of x2VOL. “By transforming student experience data into actionable insights, impactIQ empowers district leaders to identify gaps and drive better outcomes, and it gives students a stronger record of their accomplishments beyond the classroom.”

x2VOL is a system to track, record, and verify student work in community service or work-based learning. For each instance where they served at a local hospital or shadowed an executive at a local company, students enter their personal reflections about what that experience meant to them and how it impacted others. With impactIQ, educators can now synthesize years of a student’s experiences and convert them into summaries that offer clear descriptions of growth and surface trends they might have missed when reviewing the data by eye.

These insights can help students articulate what they have learned and accomplished outside the classroom for college applications, resumes, interviews, and other opportunities. impactIQ gives educators a complete view of each student’s journey, using three categories that demonstrate the benefits of experiential learning: SEL, Employability Skills, and Corporal Works of Mercy.

  • The SEL prompt charts students’ social-emotional growth over the years. In 1:1 meetings with counselors, they can celebrate their progress in emotional development.
  • The Employability Skills prompt shows students how work-based learning and internships have prepared them for the professional world. It specifies the valuable skills they have developed, including reliability, professionalism, time management, and initiative.
  • For faith-based schools, the Corporal Works of Mercy prompt captures the enduring benefits of faith-based acts of service.

Schools can enable only the prompts that are relevant to them.

“impactIQ gives schools and districts a powerful way to create, execute, and measure their vision for student community engagement, allowing them to align the analysis with their school or district priorities,” concluded Pitman. “Whether the goal is to evaluate global citizenship; civic engagement; a Portrait of a Graduate; college, career, and military readiness; or other student success outcomes, impactIQ makes experiential learning measurable.”

At launch, impactIQ is off by default for current x2VOL users. It can be enabled by administrators at their discretion, and remains fully under their control. Data is sent to ChatGPT via API in a de-identified format, and is not used to train external models. Additional privacy guidance and information are available through the x2VOL Support Center.

About x2VOL

x2VOL is the leading tracking and reporting platform in K-12 education, with over 70 million approved service hours since being founded in 2009. x2VOL is used to manage, track, and verify community service, work-based learning, and CTE (career and technical education) hours. Its AI-driven analysis solution impactIQ empowers districts to scale experiential learning with technology that streamlines program management, increases student engagement, and delivers measurable outcomes. x2VOL has won several awards among leading education publications including District Administration Magazine, EdTech Digest, Tech & Learning, the SIIA CODIE Awards, and eSchoolNews.
