Humble Independent School District Recognized for Leadership in Protecting Student Data Privacy
Texas District Becomes Thirteenth in the State to Earn CoSN Trusted Learning Environment Seal

CoSN recognizes Humble ISD for its commitment to student data privacy and strong practices that safeguard student information.
Washington, D.C. (October 20, 2026) — CoSN — The Consortium for School Networking today awarded the Trusted Learning Environment (TLE) Seal to Humble Independent School District (Humble ISD) in Humble, Texas, recognizing the district’s commitment to protecting student data privacy. Humble ISD, which serves more than 48,000 students across 50 campuses, is the thirteenth school system in Texas to earn the TLE Seal.
The CoSN TLE Seal is a national distinction awarded to school districts and other education agencies implementing rigorous privacy policies and practices to help protect K-12 student information. The program mandates that school systems uphold high student data privacy standards across five practice areas: Leadership, Business, Data Security, Professional Development, and the Classroom. CoSN also offers a TLE Mini Seal that allows school systems to demonstrate progress in one or more of these areas as they work toward earning the full Seal.
To date, TLE Seal and Mini Seal recipients nationwide have improved privacy protections for more than 1.8 million students.
“Protecting student data requires an ongoing commitment across an entire school system. Humble Independent School District has demonstrated that commitment by establishing strong privacy practices and continuing to strengthen how it safeguards student information. We are proud to recognize Humble ISD for its leadership and commitment to creating a trusted learning environment for its students, staff, and families,” said Keith Krueger, CEO, CoSN.
“Earning the Trusted Learning Environment Seal is a testament to our district-wide commitment to digital safety. This achievement reflects cross-departmental collaboration to embed cybersecurity and data privacy into every layer of our learning environment. Data protection is an ongoing mission, and this milestone reinforces our pledge to keep our students’ information secure as technology evolves,” said Darien Badillo, Director of Cybersecurity, Humble ISD.
The CoSN TLE Seal is the only privacy framework designed specifically for school systems. Earning the TLE Seal requires that school systems have taken measurable steps to implement, maintain, and improve organization-wide student data privacy practices. All TLE Seal recipients are required to demonstrate that improvement through a reapplication process every two years.
